In Spring 2022, when Texas Governor Greg Abbott first bused immigrants from the southern border to New York City, Pastor Juan Carlos Ruiz launched a grassroots response at Good Shepherd Lutheran Church. What began as a weekly walk-in immigration program has grown into South Brooklyn Sanctuary, a nonprofit supporting over 3,000 people through pro se legal assistance, asylum clinics, and “Know Your Rights” programs. Pastor Ruiz’s vision—an inclusive immigration system that offers protection, not punishment—drives a movement filling the justice gap for the 68% of immigrants facing deportation proceedings without legal representation.

Good Shepherd Lutheran Church has served as a prominent sanctuary hub providing extensive support to immigrants and asylum seekers. The church has sheltered hundreds of families fleeing violence and persecution, offering not just beds and meals, but dignity, legal support, and community.
